City looking at more effective methods to collect business fees



The city is revamping the way it collects delinquent business and professions taxes.

MaryAnne Brand, accounting manager for the city of South Lake Tahoe, asked the city council on March 18 to amend city code sections regarding tax rates and licensing.

The city currently has no formal tools to enforce the collection of delinquent business and professions taxes. Brand hopes amending the city code will allow her department to more effectively and equitably collect outstanding taxes.

More than 3,200 businesses operate in South Lake Tahoe; 24 of them haven't paid yearly business license fees as of April 3, according to the city's Revenue Division. That equates to .74 percent of all accounts. Business license fees are due every year by July 31.

In a news statement released in mid-March, City Manager Dave Jinkens said most businesses pay their fees on time.

Brand explained that the amount city-licensed businesses owe doesn't significantly affect city revenue, but her department must collect what the city is owed.

At the March city council meeting, Brand presented the proposed changes, which include sending out a 10-day notice to alert businesses of a pending hearing, allowing the city to close a business because of unpaid taxes, and seizing a business for repeated tax violations.

Council members offered input on the amendments during the meeting.

Councilman Ted Long said the city must designate an official to hear the delinquent payment cases to ensure the process is fair.

Councilman Bill Crawford expressed concern over the amendment's vague wording regarding closing and seizing property. He said the meaning should be concise and clear.

Councilwoman Kathay Lovell agreed with Crawford and said a threshold should be established for when seizure becomes the city's appropriate course of action. She said, however, that collection methods must be in place to gain revenue during tight financial times.

The city council will discuss the revised amendments at its next meeting, which is April 15 at the Lake Tahoe Airport, 1901 Airport Road.
