Credit card theft suspect turns up in jail

SOUTH LAKE TAHOE — A suspect in connection with racking up hundreds of dollars in charges with a stolen credit card was discovered in jail after his arrest on suspicion of an unrelated probation violation.

South Lake Tahoe police on Thursday arrested Richard Scott Peters, 45, on suspicion of impersonation, burglary, forging a name on a credit card, using credit cards without consent of owner, and probation violation following the Dec. 20 theft of a credit card from inside a car at the midtown 7-Eleven.

According to police and the victim, a man opened the car door as the victim was filling the gas tank, grabbed her wallet and shut the door softly. The victim said that before filling up, she pulled her wallet out of her purse to pay for the gas and then put the wallet on the passenger seat.

Surveillance video shows a man using the card at six different locations around town, racking up hundreds in fraudulent charges, police said.

Peters was booked on suspicion of violating probation on Dec. 29 — the same day the Tribune published a surveillance image of the theft suspect.

El Dorado County authorities thought the man in the photo resembled the man in jail, and sent a photo of the man in custody to the officer investigating the theft case.

After examining surveillance photos and videos of the crimes, South Lake Tahoe police Officer Doug Sentell named Peters as the suspect in the thefts.

Peters cannot be released from custody on bail because of multiple probation violations, Sentell said.

The El Dorado County Probation Department booked Peters, a transient living in Lake Tahoe and Walnut Creek, into the county jail in South Lake Tahoe on Dec. 29, on suspicion of a probation violation, authorities said.

Peters has had probation violations here and in Contra Costa County, Sentell said.

“I went over to the jail, checked the property that he had been booked with at the time of his arrest and found the plaid flannel jacket that he had been wearing — seen on the security videos — during the crimes,” Sentell said.

Police received several anonymous tips by readers of the story. One person said the suspect’s name was “Scott” and that he was a transient, authorities said.

Motorists should keep their cars locked and their wallets close by if they are outside of their vehicles, Sentell said.

“Criminals do take advantage of situations. What happened happened quickly, so please lock up your cars to avoid being a victim,” he said.
