Mayor calls for city manager to resign



Two South Lake Tahoe City Council members called for the resignation of City Manager David Jinkens during a special meeting on Tuesday morning.

Mayor Jerry Birdwell called for Jinkens to step down after alleging the city manager did not follow council members' instructions regarding the hiring of outside legal counsel for the city. Councilman Bill Crawford supported Birdwell's call for resignation.

More than $125,000 paid to the law firm of Richards, Watson and Gershon over five months for legal services related to a lawsuit against the city by Area Transit Management was the focus of Birdwell's concerns on Tuesday.

Based on a city ordinance that requires legal expenses of more than $30,000 to be approved by the City Council, Birdwell contended the outside legal expenses should have been brought to the council for approval.

Jinkens has been evasive when questioned about the payments, Birdwell said.

“Your trust with me is zero, to be honest with you,” Birdwell told Jinkens on Tuesday.

Jinkens defended payments to outside legal firms on Tuesday, contending the funds in question were approved by City Council members during closed sessions.

Council members Hal Cole and Kathay Lovell also defended Jinkens, saying the city's policy on hiring outside legal counsel is flawed.
