Bill Horn to retire at end of '13 as IVGID general manager

INCLINE VILLAGE, Nev. and#8212; Bill Horn will retire as general manager of the Incline Village General Improvement District at the end of 2013, he announced Wednesday.

Horn and#8212; whoand#8217;s held the position since 2002 and#8212; said at Wednesday afternoonand#8217;s board of trustees meeting that his last day will be Dec. 31, 2013. He urged the board to start looking soon into creating a search committee so his successor will be ready by 2014.

IVGID Board Chairman Ted Fuller agreed that a committee should be started soon, adding that it will be nearly impossible to find someone with and#8220;capabilities as good as Billand#8217;s.and#8221;

During his announcement, Horn alluded to three internal candidates, each of whom Horn feels could be the right fit. Those candidates, Horn said after the meeting, are: Joe Pomroy, director of public works; Brad Wilson, general manager at Diamond Peak Ski Resort; and Brad Johnson, engineering manager.

and#8220;Iand#8217;ll be 67 next November; I think by then it will be time for someone internally to come on,and#8221; Horn said. and#8220;But really, it will be up the new ... board (of trustees) to decide what they want IVGID to be.and#8221;

The boardand#8217;s vote in early July to approve a restructured contract that includes a clause guaranteeing Horn an 18-month severance package should he choose to retire helped the decision, he said Wednesday, considering the previous contract mandated he give 6 months notice before retiring and#8212; while also reserving the boardand#8217;s right to let him go, sans pay, before that retirement date.

Horn said he would have been and#8220;foolishand#8221; to not work out the 18-month deal.

When asked if heand#8217;ll work as hard now that a retirement date is set, Horn immediately responded: and#8220;Harder.and#8221;

He paused for a few moments, then expanded, saying he dedicates much of his life to the important job of managing IVGID, often working 12-plus-hour weekdays and on the weekends, and that his dedication will only increase before the end of next year.
