Billie “Jeanne” Chapman passed on Sunday, August 26, 2012 at Regent Care Center in Reno, Nev.Jeanne was born in Magness, Arkansas to Alvis H. andamp; Dessie Brooks Elms.Jeanne was a member of the Naomi Rebekah Lodge #2 in Truckee and a ready volunteer for girls in International Order of the Rainbow Girls. She was a member of the VFW Auxiliary and spent numerous hours volunteering for various community functions. Jeanne was appointed to a special task force by the Governor of the State of California and was instrumental in getting several laws passed for the conditions of care and treatment of the mentally handicapped. She was a leading voice in the creation of special education in the State of California.Jeanne was always sewing something, from doll clothes to covering furniture, she did it all. She was always busy with some sort of craft, or helping someone in need.Jeanne married Joseph Chapman Dec. 21, 1952.The Chapmans moved to Truckee from Sacramento in 1963. Jeanne moved to Reno in 2008.She is survived by her son, Michael Chapman (Diane) a missionary in Papua, New Guinea; daughter, Cheryl Peratrovich of Reno, Nev.; brothers Herluf Zahle Elms (Darla) of Leslie, Mo. and Max Elms (Sue Ann) of Earle, Ark.; grandchildren Joseph Chapman (Bekah), of Boise, Idaho; Jonathon Chapman (Kat), of Denver, Colo.; Michael McIntosh, of Medford, Ore.; Amanda Peratrovich and Corey Peratrovich, of Klawock, Alaska. She also has four great grandchildren (Alexander, Jamilyn, JG and Dexter) and many other nephews, nieces and relatives.She was preceded in death by her husband Joseph Chapman in 1991; daughter, Jeanne Lee Green-Chapman in 1992; sisters Alvanell Rodgers and Alice Lenell Elms.Friends are invited for a casual graveside service at Truckee Cemetery on Saturday September 1st at 1:00 p.m. A reception will follow in Sparks, Nevada.We ask that in lieu of flowers, donations be made to your local Hospice in her name.
