Letter to the Editor: In Truckee, does the tail wag the owner?

They say Truckee is a "dog-friendly town" - but does it care about people anymore?

I have owned a home in Tahoe Donner for 24 years with no trouble with dogs harassing me. Yet in the last few days, two different dogs have either jumped on me or cornered me when I was taking a walk. Neither dog was leashed.

The dog who jumped on me bit my neck scarf and the owner did nothing, as she had another leashed dog. The barking dog ran at me and had no owner in sight. I cried out for help, and the owner finally appeared to say the dog was one year old. This owner also did not pick up his dog poop, saying he has no bag.

What is the reason for this irresponsible behavior? Considerate dog owners leash their dogs and clean up after them. I want to enjoy a walk without being terrorized or assaulted. It seems like these owners are tempting fate or litigation. The tail wags the owner. I think all dogs should be leashed so we can share the streets.
