Consultant to aid Truckee district with 5-year plan

TRUCKEE, Calif. — As a user of the Truckee Community Recreation Center, Michelle Nieves would like to see more adult evening programming.

“One thing I’ve always wanted is a night or an after-work Jazzercise (class) because it’s only offered in the morning,” said Nieves, whose children use some of the district’s youth programs. “That’s not really something that can go along with my schedule, so a night Jazzercise or exercise class would be nice.”

Community input such as Nieves’ is being collected as the Truckee Donner Recreation & Park District works on strategic plan to define its priorities for the next five years.

“I think of it as a benefit to the community, first and foremost,” said Erin Casey, TDRPD board chair. “It’s a mechanism to bring the community’s needs, wants and priories to the forefront.”

Facilitating this process is Truckee consulting firm Freshtracks Communications, which was awarded a $15,500 contract by the district’s board, said General Manager Steve Randall.

Since November 2013, Freshtracks has been collecting feedback from community members, district staff and board members, among others.

Initial feedback is that facilities, programs and staff are viewed as strengths, according to the company, while lack of criteria for decision making is a weakness.

District finances, program participation and facilities are also being examined to develop priorities for the next five years.

Based on this information, the TDRPD board of directors will create a draft strategic plan this month, after which more public input will be gathered to refine the draft.

A final plan is expected to be completed and voted on by the district board around April.

When asked if the move is driven by the 2012-13 Nevada County Grand Jury report that was critical of the district, vice chair Kristin York said it isn’t; rather, it’s driven by the district’s desire to satisfy the community.

The last time TDRPD created a strategic plan was in 1990, Randall said.
