INCLINE VILLAGE, Nev. — The Incline Village General Improvement District board of trustees will not change a policy granting the district’s general manager oversight on various personnel matters.
Resolution 1480 defines the GM’s role as the person who puts board-ordered guidelines into the day-to-day practice of hiring, firing, motivating, promoting, demoting, compensating and training individual employees.
In May, current IVGID GM Bill Horn included $106,000 in pay raises for seven senior staff members in the 2013-14 budget, with trustees approved in a 3-2 vote.
A committee of trustees Jim Hammerel and Joe Wolfe and various staff convened in early June to discuss the policy and possibly come back to the board with changes.
At the June 12 board meeting, trustees tabled discussion on any changes, opting to perhaps review the issue later in the year.
“… The consensus … is that no more raises be given out during (Horn’s) tenure, the exception being to continue negotiations with the unions,” Wolfe said. “When the new general manager gets here, we can address these issues.”
Horn’s last day as GM is Dec. 31, 2013.
