Paid parking tops South Lake Tahoe council agenda

Paid parking is back on the agenda at South Lake Tahoe City Council’s meeting on Tuesday.

One proposal would have South Lake Tahoe spearhead a June 3 ballot initiative.

The measure would ask voters to repeal or uphold parts of the city’s paid parking program.

If that course of action is chosen and ultimately approved by voters, the measure would repeal paid parking in four areas: Lakeview Commons parking lot, Lakeshore Beach, Paradise Avenue and Venice Boulevard. Paid parking would remain on Bellamy Court and Transit Way.

The repeal would take effect August 31.

In exchange, the city would ask the group Tahoe 4 Tahoe to withdraw its ballot initiative to repeal paid parking.

The group successfully gathered enough signatures to put its measure on the ballot. But California law does not allow ballot initiatives to repeal municipalities’ paid parking programs, according to an analysis by City Attorney Thomas Watson.

Some other paid parking options that will be discussed Tuesday include redirecting revenues to various infrastructure improvements, offering residents “locals passes,” changing hours of operation, reducing parking fines from $55 to $35 or removing paid parking from certain areas such as Venice Boulevard.

An immediate repeal of the city’s paid parking program in its entirety would impact the general fund by an estimated $620,000, according to an analysis by city staffers. That amount includes lost revenues and about $191,000 still owed for the kiosks the city purchased.

Other items on Tuesday’s agenda include:

• A potential bid award for the Harrison Avenue project. With six bids submitted, the apparent low bid still leaves the city in need of additional money to pay for the work.

• A presentation on the city’s General Plan Housing Element.

Tuesday’s meeting starts at 9 a.m. in the City Council Chambers at 1901 Airport Road.
