Mandatory water conservation practices

— Install and maintain low-flow devices on showers, and aerators on faucets.

— Install ultra low-flow toilets when replacing existing ones.

— Use a nozzle that automatically shuts off when washing cars.

— Plan, plant and manage landscaping to maximize water efficiency.

— Do not water lawns, landscaping and gardens between 1 and 5 p.m.

— Do not allow water to pool or runoff from applied areas.

— Do not allow water to run down streets due to excessive watering with poorly maintained sprinklers.

— Equip all fountains, ponds and pools with water recycling devices.

An updated water conservation plan for the Cave Rock, Skyland and Zephyr Water Utility Districts was approved Thursday by the Douglas County Board of Commissioners.

As part of a 1997 grant agreement with the state for water system improvements, the county agreed to update its water conservation plan, with specifications for differing climates and living conditions.

An updated plan has already been adopted for the Carson Valley and Topaz areas, the Uppaway plan is still being developed. The Lake Tahoe plan focuses mainly on watering restrictions and less on the drought conditions addressed in the other plans.

“We had a workshop on the plan with local residents back in January,” said Carl Ruschmeyer, utility engineering manager for the county. “We had some good discussions, but I would have liked to see more public input.”

Ruschmeyer said residents and business owners will receive letters from the county explaining the reasons for the new plan, details on restrictions and enforcement.

In the past, water conservation was enforced by the county on an emergency basis, said Commissioner Don Miner. The updated plan differs because it is state-mandated and has been officially adopted by the board.

“This allows us to fulfill the obligations set forth by the state engineer in regards to the Safe Drinking Water Act,” Miner said. “Basically, it calls for keeping track – that means metering.”

The plan is available for public review between 7:30 a.m. and 2 p.m. at the office of Douglas County Community Development in the Minden Inn, Room 202, 1594 Esmeralda Ave., Minden. Copies can be purchased for $5.

In further commission business:

— Renewal of county lease with Area Transit Management for the operation of the county’s two trolleys.

— Approval to loan 7,250 square feet of land coverage from Kahle Park to Prim Lake Vista Office Building for a maximum of 12 months.

— Allocation of 8,000 square feet of commercial floor area to the Kingsbury Community Plan, following the April 28 allocation of those 8,000 square feet to Douglas County by the Tahoe Regional Planning Agency Governing Board.

Still no timetable for reopening of US 50
