Drawing could decide fate of Placer allocations

The Placer County building department could hold a drawing this month to determine who will receive residential building allocations for 2006.

Applications can be submitted over a seven-day period and if the county receives more than 50 requests, it will pick from a hat.

Applications will be accepted from 8 a.m. to 5 p.m. through Feb. 17 at the county’s administrative offices at 565 West Lake Boulevard in Tahoe City. The drawing will be held at 10 a.m. Feb. 28, if needed.

A building allocation is required for any new home project. The Tahoe Regional Planning Agency, which governs development here, allots a limited number of building allocations to each municipality every year.

Last year was the first year the county held a drawing, after receiving more applications than allocations.

In 2002, the TRPA adopted a new incentive system that links the number of allocations to environmental improvements performed by each jurisdiction. The system significantly decreased the number of allocations handed out.

There’s a five- to six-year waiting list in South Shore for a building allocation, according to South Lake Tahoe City Councilman John Upton. The city sets aside 30 percent of its allocations for multi-family projects, and the rest go to single-family projects, he said.
