LETTERS TO THE EDITOR: Question about traffic construction projects

I live in a small town for a reason: I hate city traffic and commuting.

What used to take five minutes to get around is now taking anywhere from 20 minutes to 45 minutes. There is traffic on Highway 50, Pioneer Trail, Highway 88, State Route 207, and even back streets have construction or are closed all together.

Just out of curiosity, why is the construction being done on all the roads at once? Why are they not doing construction at night after people get home, after working hours?
