Nevada governor signs bill restructuring Tahoe sewer district

Two measures that will affect Douglas County’s improvement districts become law on July 1.

Nevada Gov. Brian Sandoval approved Senate Bill 471, converting Douglas County Sewer District No. 1 into an authority and changing its governing structure on June 3.

He previously signed Senate Bill 462, which allows county commissioners to form committees to review improvement districts to determine if they’re performing their functions.

Both bills were sponsored by Douglas County Sen. James Settelmeyer, R-Minden, who will serve on the review committee, should county commissioners decide to form one.

Under the sewer district bill, the majority of the board governing the authority will be appointed from three of the districts served by the sewer district, including the Kingsbury, Tahoe-Douglas and Roundhill. The 64-year-old district operates the only sewer plant in Douglas County’s portion of the Lake Tahoe basin.

Due to environmental concerns, the district pumps treated effluent out of the Lake Tahoe basin over Kingsbury Grade and into ponds located in the foothills of the Pine Nut Mountains. An effort to construct new ponds located in the East Valley planning area brought the district to the state’s attention.
