Letter — Cart before the horse

After developing budgets over the years, I learned that expenses cannot be accurately forecasted until revenues have been developed. During the recent City Council budget meetings, I must have missed something. I never saw a discussion regarding city revenues for the next year. We have redevelopment coming on line in November. Are additional revenues expected? It seems that the city is only concerned publicly, with monies spent, not collected. Is this the cart before the horse? I would imagine our so called budget short-fall should be greatly reduced by new revenues from the redevelopment areas. Coupled with aggressive marketing, perhaps we do not have a real shortfall.
