John Upton
Former District 5 Supervisor
South Lake Tahoe

I am writing to urge South Tahoe voters to support Tim Holcomb to be our next El Dorado County assessor.

Tim has served as assistant assessor for the past nine years, and has retiring assessor John Winner’s strong support to be his successor. Tim is committed to the same excellence that has resulted in the El Dorado County Assessor’s Office being ranked one of the most efficient few in California, while also providing extraordinarily responsive and professional public service. Tim’s academic training and administrative and practical experience are clearly superior to any of the other candidates. I’ve worked with Tim, know all the candidates, and know Tim to be the best qualified.

The Assessor’s Office is important to the public because its property appraisals serve as the basis for property tax revenues for local government services. Professional impartiality in assessment practices is important so we all pay our fair share.

The laws and regulations governing assessment practices are complicated, and the assessor’s knowledge of assessment law is important. One reason is so that property owners are given legally entitled opportunities to take tax credits and reduce assessments, as the El Dorado County Assessor’s Office has consistently done. As only one example, the Assessor’s Office programed the database to identify and notify homeowners if they might not be taking their entitled homeowner’s exemption.

Please vote to maintain excellence by voting for Tim Holcomb, assessor.
