Questionable YouTube video posted by Truckee police officer

TRUCKEE, Calif. – A Truckee police officer who posted a questionable YouTube video last year has violated department standards, Chief Nick Sensley said Friday.

Officer Arthur “Jr.” Munoz posted the video – which shows Munoz firing a rifle at a birthday cake, urinating on it and then eating the cake – eight months ago on, Sensley said. The video was still viewable as of Friday, May 28.

Munoz’s act showed a lapse in judgment that falls short of the department’s standards, Sensley said.

“He expressed poor judgment and poor taste,” Sensley said.

Messages seeking comment from Munoz went unreturned.

Sensley said he holds his officers to standards of professionalism and integrity, and he requires they act within the scope of their authority. The video didn’t meet those standards, Sensley said.

“I cannot defend something outside the standards I set,” Sensley said.

The matter was dealt with internally, Sensley said, and he believes Munoz is an otherwise good police officer.

“His work on duty is of the quality and expectations I have,” Sensley said. “I have not seen reason to be concerned about him on duty. The best I can discern from this is it was perhaps a lapse in judgment.”

Munoz has been rewarded for his work in helping the department’s fight against drunken driving, Sensley said, and he has been key in four awards the department has received from Mothers Against Drunk Driving.

Munoz has also led fundraising efforts, Sensley said, like the “Walk like MADD” event last October.
