Sentencing delayed for ex-CHP officer

Andy Bourelle

The sentencing of a retired California Highway Patrol Officer and his wife, who have been found guilty of submitting a fraudulent insurance claim and making false statements regarding an insurance claim, has been continued.

Charles and Kathleen Chapman were scheduled to appear for sentencing Thursday. Their court appearance has been rescheduled for Sept. 3.

A jury found the Chapmans guilty in June.

The couple reportedly were paid about $50,000 from the California State Automobile Association after a fire on March 9, 1996, destroyed their mobile home at the Tahoe Verde Mobile Home Park.

After the Chapmans received the money, a woman who was in the process of buying the mobile home reportedly complained to the insurance company that the Chapmans didn’t live there. A CSAA investigation revealed the Chapmans had an “owner-occupied” insurance policy, meaning they had to be living at the mobile home in order to make a claim on lost property or the loss of use.

Despite the policy, the Chapmans submitted a list of lost items and were paid by CSAA for the items, the mobile home and the loss of its use.

The maximum sentence the Chapmans face is five years in state prison.
