TRPA recommends promotion from within

KINGS BEACH — The next executive director of the Tahoe Regional Planning Agency will likely be hired from the staff that already works at the agency.
Governing Board members of the agency met Wednesday at Kings Beach and a majority of them recommended they hire from within TRPA to boost morale.
“It would serve two purposes,” said Dean Heller, board member and a former board chairman. “It would help morale and reduce substantially the amount of time it would take to hire an executive director.”
The last time the Governing Board hired an executive director, its search took nearly a year. The search ended in fall 2000 when the board hired Juan Palma, then the top officer for the U.S. Forest Service at Lake Tahoe Basin.
Palma announced his resignation last month. He said his last day will be April 30. Palma said he made the decision so he could spend more time with his wife and children who live in Alpine, Utah.
Two obvious candidates for the position are the agency’s two deputy directors, Jerry Wells, who served as interim executive director at the TRPA during the search for Palma, and Carl Hasty who is in his 13th year at the agency.

At next month’s board meeting, a committee charged with hiring the executive director will be selected from the board. Until then, Dave Solaro, board chairman, said he will gather information from previous hiring processes and solicit suggestions from board members as to what qualities they want to see in the executive director.
Because the hiring committee won’t be formed until April, it is likely that the Governing Board will have to appoint an interim executive director, said John Marshall, lead attorney at the agency.
