U.S. flags may rise to top of pole as proclamation expires

WASHINGTON (AP) – American flags, flown nationwide at half-staff since the Sept. 11 terrorist attacks, can return to full staff starting Sunday.

President Bush planned to join Marines at the presidential retreat at Camp David, Md., on Sunday in a ceremony returning U.S. flags to full staff.

Following the attacks on the World Trade Center and the Pentagon, Bush issued a proclamation to keep all flags at half-staff until Sept. 16, to honor the victims. He later extended the proclamation until sunset Saturday.



Only the president or a state governor has the authority to dictate how a flag is flown.
