California taxpayers listed on the site are those who the Internal Revenue Service has failed to locate on tax years of 1999 and earlier. Tax refunds are most frequently returned as undeliverable if tax filers have moved and left no forwarding address, changed their names or written illegible addresses on their tax forms.

The refunds range from as low as $1 to a high of $284,394. The average is $767.

Taxpayers who find their names on the list should contact the IRS directly at 800-829-1040.
