Incline Village General Improvement District board outlines goals for new GM
INCLINE VILLAGE, Nev. – The Incline Village General Improvement District (IVGID) met Wednesday, February 26 to discuss audit progress, initial goals for the new district general manager, and Diamond Peak Ski Resort fees.
Director of Finance Jessica O’Connell started the meeting with a verbal report on the progress of the 2024 audit. IVGID has requested a fourth extension with the state due to “staff resource issues.” However, she outlined progress in financial reporting. “We have completed the fiscal year trial balance for the auditors,” she said. “We tied out the trial balance, we tied out cash, we tied out accounts payable and capital assets.”
She added that Baker Tilly is working to complete the current audit, and preparing for the fiscal year 2025 audit. The firm is additionally assisting with the development of a cost allocation plan, “which hasn’t been done with an outside party for a long time.”
Trustee Ray Tulloch voiced his preference that efficiency is prioritized in the development of the budget. “We did see that the salaries and benefits had grown by over 50% over three years, so I would ask that you stress to venue managers to look for real efficiencies, not just keep adding stuff,” he said.
Trustees additionally discussed at-large audit committee nominations, and voted unanimously to appoint both Marc Kelly and Kim Lighthart to fill the vacancies. Tulloch’s term is expected to expire Feb. 28 of next year, and Chair Michaela Tonking was unanimously voted to replace him.
Early goals rolled out
The initial goals for new District General Manager Robert Harrison were also rolled out. Vice Chair Michelle Jezycki outlined the key points, many of which focused on financial management. “You’ll notice this plan looks quite a bit different than the others,” said Jezycki. “We highlighted the fact that we are in a financial pot of boiling water so we are really heavy on the finance part of that.”
Multiple trustees expressed concern over the number of goals and their particular deadlines ahead of June 30, 2025. However, Jezycki clarified that the dates “are not carved in stone.”
Top of the list was completing the 2024 audit, and the completion and finalization of the 2024 annual comprehensive financial report, which includes eliminating “the backlog of reconciliations for all relevant accounts by April 30, 2025.” This was followed by goals regarding timely and accurate financial reporting, under which a comprehensive process review which identifies inefficiencies and sets improvement targets.
Other goals fall under organizational and leadership development, and organizational structure and management efficiency. The goals were approved unanimously.
Trustees additionally approved a cost increase of 5% to all non-resident season pass products at the Diamond Peak Ski Resort.
The next IVGID meeting will be held on March 5, with a focus on budget planning and park and field fees.
